Centralized Training Program for West Bengal Health Scheme (WBHS)

The Governor has approved the introduction of a centralized and continuous training program for capacity building of various stakeholders under the West Bengal Health Scheme. The training will be held at the Conference cum Training Hall, 2nd floor, Old Khadya Bhavan, 11-A Mirza Ghalib Street, Kolkata-700087.

Eligible Participants Of Training Program

List of stakeholders/participants who can participate in the training program under WBHS are below:

  1. Users of Head of Office (HOO) / Head of Institution (HOI)
  2. Private Empanelled Hospitals
  3. Drawing and Disbursing Officers
  4. PAOs/Treasuries
  5. Enrolled Employees/Pensioners

Participation Process In The Training

  1. Nomination Process: Stakeholders can nominate candidates (including themselves) for the training program through their login on the WBHS Portal. The nominating authority can nominate one user (two for private empanelled hospitals) in addition to themselves.
  2. Approval: The Medical Cell, Finance Department will approve each nomination.
  3. Notification: Approved participants will receive a system-generated letter with the details of the training program (date and time).

Training Details

  • Training Mode: Offline
  • Venue of Training: Conference cum Training Hall, Medical Cell, Finance Department
  • Training Time: Participants must arrive 10 minutes before the scheduled time.

Training Program Certificate

Participants will receive a system-generated “Certificate of Appreciation” upon successful completion of the training.

Schedule & Approval

  • The training schedule for different stakeholder modules will be communicated through the WBHS Portal time to time.
  • This program has the approval of the Additional Chief Secretary, Finance Department.

ORDER

Sub: Introduction of training program for capacity building on West Bengal Health Scheme Portal

Medical Cell, Finance Department has organised several training programs taking with its different stakeholders for efficient and successful implementation of the Scheme through its web based platform, i.e., WBHSP since inception of West Bengal Health Scheme (WBHS). Organization of centralized training program dispensing with existing requisition based training arrangement was under active consideration from some time past.

The Governor is now pleased to introduce centralized and continuous training program for capacity building of different stakeholders under West Bengal Health Scheme in its own Conference cum Training Hall at 2″ floor Old Khadya Bhavan, 11-A Mirza Ghalib Street, Kolkata-700087 for seamless implementation of this scheme.

Details of the said capacity building program are described below:-

A. Category of stakeholders;

All stakeholders of WBHS are broadly categorized in the following groups
i. Users of Head of Office (HOO)/ Head of Institution (HOI)
ii. Private Empanelled Hospitals.
iii. Drawing and Disbursing Officers.
iv. PAOs/Treasuries
v. Enrolled Employees/Pensioners.

B. Process Flow in WBHS Portal for participating in training

  1. The stakeholders as mentioned under ‘A’ above may nominate candidates (including him / her) for participating in the training program as will be organized by Medical Cell, Finance Department, using his/her login in WBHS Portal. The nominating authority can nominate only one user (two in
    case of private empanelled hospital) in addition to him/her.
  2. On the basis of such recommendation, the Medical Cell will approve each and every nomination and the approved participants will be intimated by a system generated letter of communication to attend the training program on the specified date and time.
  3. The training will be conducted in the offline mode in the Conference cum Training Hall of Medical Cell, Finance Department. The participant will have to reach the venue 10 minutes before the scheduled time.
  4. The distinguished participants will get a system generated “Certificate of Appreciation” at the end of successful participation in the training.
  5. The training schedule for different stakeholder’s module will be conveyed through WBHS Portal from time to time.

This has the approval of Additional Chief Secretary, Finance Department.
