Formation of Road Safety Clubs in Schools: Guidelines and Objectives

The establishment of ‘Road Safety Clubs’ in Secondary and Higher Secondary schools, along with monthly seminars on Road Safety, has been actively considered. This initiative, endorsed by the Transport and School Education Departments, aims to create a comprehensive guideline for school authorities.

Objective:

The primary goals of Road Safety Clubs include:

  • Educating students about basic principles and nuances of Road Safety, Traffic Rules, and Regulations.
  • Engaging students, parents/guardians in understanding Road Safety imperatives.
  • Encouraging students to advocate for Road Safety.
  • Enhancing critical traffic sense for navigating daily traffic situations.
  • Raising awareness about Road Safety issues.
  • Organizing extra-curricular activities related to Road Safety in schools.
  • Promoting the concept of Good Samaritan.

Structure of Road Safety Clubs (RSC):

RolePersons Involved
School-level RSC Programme OfficerAn Assistant Teacher, authorized by the Head of Institution (HoI), will guide the RSC.
School-level RSC CoordinatorA student from a higher class interested in the subject or an NGO with specialized knowledge (recommended by local administration).
Selected Members of the InstitutionSelected students (up to 5) and parents/guardians (up to 2) on a rotation basis.

Method of Orientation:

  • Educate students about Road Signage, Signals, and Markings.
  • Discuss risks of over-speeding and associated dangers.
  • Review road accident statistics.
  • Teach important rules and regulations.
  • Stress the importance of timely medical attention.
  • Provide First Aid training for RSC members.
  • Organize viewings of educational videos/short films, seminars, or lectures.
  • Arrange exposure visits to understand Road Safety better.

Target Audience:

The primary focus is on students from Government/Government-aided/Government-sponsored schools, their parents/guardians, and teaching staff. Private schools are encouraged to participate if they wish.

Activities of Road Safety Clubs:

  • Develop an annual activity calendar with at least one event per month.
  • Designate a week for ‘Road Safety Week.’
  • Plan and conduct extra-curricular activities such as Painting, Poster-making, Slogan Writing, Essay Writing, Quiz Competitions, and more.
  • Organize exposure visits to local Traffic Guards, Traffic Control Rooms, and Medical Centers.
  • Promote awareness programs on Helmet and Seat-belt use, and against Drink and Drive.
  • Arrange Rallies for Road Safety awareness.

Awards and Recognition:

Students may receive Certificates of Recognition or other tokens of appreciation based on their contributions to the Road Safety Club activities.

Duties of Road Safety Clubs Coordinator:

  • Operate under the guidance of the Programme Officer.
  • Maintain records of resolutions and activities.
  • Invite experts and NGOs for resourceful sessions.
  • Prepare a calendar of Road Safety Programs.
  • Coordinate with all relevant parties as required.
