Policy for Rationalization of Teachers in Recognized Non-Government Aided/Sponsored Secondary Schools in the State

The State is responsible for maintaining the required number of subject/group teachers in recognized non-government aided and sponsored secondary schools to ensure children’s right to education. To achieve this, the State Government introduced a transfer policy in 2012, enabling mutual and general transfers to provide teachers with preferable postings. However, this has resulted in an imbalanced pupil-teacher ratio (PTR) in some schools, necessitating the rationalization of teachers to protect educational rights and optimize manpower.

Policy for Rationalization of Teachers

Allocation Based on PTR

Schools with surplus subject/group teachers will support those with a shortage of teachers or an unfavorable PTR. Priority will be given to schools most affected by the lack of subject/group teachers.

New Entrants and Special Categories

New teachers will be prioritized for schools with fewer teachers or an adverse PTR. Teachers with physical disabilities, those nearing retirement (within 2 years), and female teachers with young children will receive the lowest priority for reallocation.

District-Level Allocation

Surplus teachers will be reassigned within their current district whenever possible. If no suitable positions are available within the district, allocation will be considered at the regional level. Male teachers will not be placed in girls’ schools.

Handling Vacancies

For schools with reported vacancies: If only tentative vacancies are reported, necessary teachers may be assigned temporarily as per this policy.

For final vacancies: surplus teachers may fill the positions temporarily until regular hires are made. During this period, their terms of service, including pay and leave, will remain under the authority of their original school.

Proposal Submission

The Directorate of School Education, based on information from the District Inspector of Schools, will identify schools with teacher surpluses and deficits and submit proposals for reallocation.

Administrative Transfer

Under section 10C of the West Bengal School Service Commission Act, 1997, teachers will be transferred to schools with fewer teachers or adverse PTR, following the policy guidelines.

Long-Term Measures

The School Education Directorate and Secondary Education Branch will regularly review and adjust teacher assignments to ensure a balanced PTR across schools. Schools with an unfavorable PTR will not be permitted to process transfer applications, according to the amended Transfer Rules.
